No. You should be able to install R on any drive, as long as the libraries on under the R_HOME directory.
Did you change any of the library locations?

It is not a precondition of the libraries under the R_HOME directory.But you should set the parameter so add the path of librarys. One way is to sdd the following code to R_home/etc/Rprofile.site
.First <- function() {
.libPaths(/path/to/the/library)
}

This is because the packages are not loaded.
search() will list the loaded packages. Here is from my PC
> search()
[1] ".GlobalEnv" "package:stats" "package:graphics"
[4] "package:grDevices" "package:utils" "package:datasets"
[7] "package:methods" "Autoloads" "package:base"

Actually, my libraries are not under R_HOME either, but newbies rarely do this. So I just guessed some reasons to explain the phenomenon. They may or may not be the true reason.
It is possible that those libraries were not loaded automatically, or even not compiled at all. But I guess such cases rarely happen for _usual_ windows users.

不过我两次都是同样的安装方式,只是安装盘不同而已,但效果就截然不同!
