It seems that you are assuming people who score 'a- frequently use' or 'b' (your first question) would be likely to choose 'a' or 'b' in your second question? The scales you use appear to be a bit short and not 'equally sized', especially Cs and Ds.

I would recommend you consider a longer scale with more 'equal space', e.g. 6-point Likert scale. Alternatively, at least the scales should be revised if you tend to 'stick' with your currect one. Apart from this, a simple and useful technique is to examine the % across the cells. SPSS can do cross-tabulation between cells. This may be a good start for you to inspect the frequencies and % from the original data. Hopefully this would be helpful...good luck.
